🔍 Inspection & Certification (I&C) Services
The Inspection & Certification (I&C) Department provides technical support for the
establishment, upgradation, inspection, and monitoring of
Inspection & Certification (I&C) Centres under the MoRTH Pilot Scheme and
Automated Testing Stations (ATS) in accordance with applicable regulatory requirements.
The department also conducts independent compliance audits and
technical assessments of:
- Automated Testing Stations (ATS)
- Registered Vehicle Scrapping Facilities (RVSF)
- Accredited Driver Training Centres (ADTC)
- Motor Driving Schools
- Automated Driving Test Track (ADTT) Facilities
All inspections and evaluations are performed to verify compliance with regulatory requirements, technical standards, and operational guidelines, ensuring quality, transparency, and road safety.

ICAT executes various State Government projects for the establishment of Automated Testing Stations (ATS) as a Project Management Consultant and serves as the Executive Agency for MoRTH’s Inspection & Certification (I&C) Pilot Project. The organization conducts rigorous pre-commissioning audits to assess infrastructure, equipment, manpower, and system readiness. To ensure sustained operational excellence, ICAT also performs compliance audits and performance benchmarking, strictly adhering to CMVR and MoRTH guidelines to maintain the integrity and reliability of automated vehicle testing systems.
